Town Councilor Ted Combes has filed a 91A request with the Town requesting all Town Manager Shaun Mulholand’s emails for the last 6 months. The cost to the town could be between $20,000 and $30,000.<\/p>\n\n\n\n

Town Councilor and State Representative Ron Dunn sponsored in January of 2024 that could have charged $25 per hour for any 91A that took more than 10 hours to complete. See Londonderry Town Councilor Sponsors Bill to Restrict 91A Requests<\/a><\/p>\n\n\n\n The Town enacted fees for 91A 2024 Town of Londonderry to Charge Fees for 91A Documents<\/a><\/p>\n\n\n\n In May 2024 Former Town Councilor Jim Butler requested that the costs of 91A be published on the town website, the town council at the time did not comply with his request. Councilor Combes questioned the amount of money spent on 91As in May of 2024 See video HERE<\/a> Regardless of the reason for filing the 91A request, this request could cost the town and Councilor Combes a substantial amount of money, In addition is could also strain town resources<\/p>\n\n\n\n From Ted Combes Hello,<\/p>\n\n\n\n I am submitting a 91-a request for all of Town Manager Shaun Mulholand’s emails. Or I would like to have an access key to be able Thank you,<\/p>\n\n\n\n Ted Combes Town Manager Shaun Mulholland was asked about the 91A and the cost that could be incurred by the town<\/p>\n\n\n\n There are 15,470 emails that would be subject to the request.\u00a0 We do not know how long this will take to review all of these. Some will need to be reviewed by legal counsel.\u00a0 I suspect it will be at least 6 months.\u00a0We will track the cost.\u00a0 It will be a very expensive request to respond to.\u00a0 My experience in the past for these types of RTK requests in other municipalities I have worked in generally cost between $20,000 and $30,000 to respond to at taxpayer expense.\u00a0 Between staff time and legal review this distracts from the primary duties of Kirsten which are grant writing for water projects, the special assessment district work and a myriad of other tasks that provide service to the Town.\u00a0<\/em><\/p>\n\n\n\n On top of this are staff openings in the Planning Dept. where we have lost 50% of our staff.\u00a0 The plan was to shift some staff resources from the Town Manager’s Office to the Planning Office, however, that is now further constrained by this redirection of staff time.\u00a0\u00a0<\/em><\/p>\n\n\n\n It is what we have to do, the law requires it.\u00a0 We will comply as quickly as we can.\u00a0\u00a0<\/em><\/p>\n\n\n\n
