I posted this Is the Town Manager Being Investigated?<\/a> this morning. A few hours later this showed up on Londonderry social media<\/p>\n\n\n\n

While the Town chose not to respond to my 91A request they did respond to the Union Leader. The documents the Union Leader received are below. The Town Manager has been under investigation per the Town Council since April 20, 2026 the email from Chairman Dunn does not state what prompted the investigation.<\/p>\n\n\n\n

Some of our staff have received phone calls from a person who identifies himself as Attorney Chris Vrountas. He states that he was asked by Ron Dunn to reach out to the employee regarding a complaint against the Town Manager.<\/p>\n\n\n\n

I am unaware of any such investigation. I would not be appropriate for Town staff to discuss any personnel matters without the appropriate authorization. In can only assume this is a scam of some sort. If there was an actual investigation I would have been made aware of it.<\/p>\n\n\n\n

Our Town has two particular provisions that are relevant here.<\/p>\n\n\n\n

Section 3.14. Inquiries and Investigations The Council by majority vote may require of any appointed Town official, department head or employee, official appointed or confirmed by the Council, or member of an appointed Town board or commission to appear before it, and give such information as it may require in relation to this office, its function, and performance. The Council shall give at least forty-eight (48) hours written notice of the general scope of the inquiry which is to be made to any person it shall require to appear before it under this section. The Council may make investigation into the affairs of the Town and into the conduct of any Town agency or department, and for this purpose may administer oaths and require the production of evidence.<\/p>\n\n\n\n

Section 4.8. The Council shall act in all matters as a body. Except as expressly provided elsewhere in this Charter, neither the Council nor any of its members shall direct or request the appointment of any person to office or employment; or direct the removal, suspension, discipline, adjustment in pay, benefits, or working conditions of any employee by the Manager or of any of the Town department heads. No Councilor shall give orders to or interfere with the performance of the duties of any of the administrative officers or employees, either publicly or privately. \u2026<\/p>\n\n\n\n

If an actual investigation were underway, I would have directed staff to participate in such an investigation. If there are any questions or concerns please let me know.<\/p>\n\n\n\n

Pursuant to Section 3.14 of the Town Charter, the Town Council voted in a non-public meeting, under RSA
91A:3(ii), on April 20, 2026, to commence an investigation. The Town Council engaged Christopher T. Vrountas of
Vrountas, Ayer & Chandler, P.C., to conduct this investigation. Your May 13, 2026, email to the Department Heads
is therefore incorrect.<\/p>\n\n\n\n

Accordingly, you are instructed to send a corrective email to the same Department Heads stating the following:<\/p>\n\n\n\n

Please be advised that the Town Council voted in a non-public meeting on April 20, 2026, to commence an
investigation. The Town Council engaged Christopher T. Vrountas of Vrountas, Ayer & Chandler, P.C., to conduct
the investigation. Accordingly, my email to you of May 13, 2026, was incorrect. I ask that you please preserve all
information and destroy none pending the conduct of the investigation, and I ask that you give Attorney Vrountas
your full cooperation.<\/p>\n\n\n\n

You are further instructed to send this email before close of business today.<\/p>\n\n\n\n

Thank you for your email. Finally, we are getting closer to complying with the Town’s Charter.<\/p>\n\n\n\n

  1. My email of May 13, 2026, was not incorrect. I was not made aware of this investigation until now by you. This is the unfortunate way in which the Council has mis-handled this investigation(s) from the start. You have put employees in an untenable situation. This was very inappropriate and unfair.<\/li>\n\n\n\n
  2. I will send this email to Department Heads. Shouldn’t they preserve any information presumably documents that they might have? Then again, they would need to know what they are supposed to preserve.<\/li>\n\n\n\n
  3. I will direct staff to participate in the investigation. Although you did not ask for that in your email below, that is the proper course of action.<\/li>\n\n\n\n
  4. I am not sure what information you would like me to preserve and not destroy as you have not told me what the investigation is about or what it’s parameters are. Please provide that information so that I can comply with your directive.<\/li>\n\n\n\n
  5. I will provide Attorney Vrountas full cooperation. Although I do not know what I am cooperating with him on.<\/li>\n\n\n\n
  6. This is clearly no longer a clandestine, secret investigation now that a number of staff members are aware of it. Will you be unsealing the minutes of April 20, 2026?<\/li>\n\n\n\n
  7. I look forward to being vindicated from whatever it is that I am being accused of.<\/li>\n<\/ol>\n\n\n\n
