LONDONDERRY — The bitter dispute over the firing of Town Manager Shaun Mulholland erupted again at the Oct. 5 Town Council meeting, with Councilor Dan Bouchard challenging the legality of the dismissal and accusing three fellow councilors of circumventing town procedures.

The contentious meeting also brought a separate revelation from newly appointed acting Town Manager Kim Bernard. Emails addressed to the entire Town Council had been automatically forwarded as blind copies to the town manager’s office and other municipal staff, apparently without the knowledge of residents sending them.

Bernard disclosed during his first report as acting town manager that messages sent to all councilors were being automatically blind-copied to the town manager’s office and other staff.

The arrangement meant that people writing to their elected representatives might not have known their correspondence was also being distributed to municipal employees.

“I was informed that if a citizen or somebody emailed you all as a group, it was blind carbon-copied to the town manager’s office and some other staff,” Bernard said.

“I’m going to assume that was without knowledge or consent. I’m going to assume the community had no say in that.”

Bernard said he stopped receiving the copied messages after discovering the practice, expressing concern that it undermined public confidence in local government.
