A new report links Shaun Mulholland\u2019s firing to Londonderry\u2019s IT merger, a police employee\u2019s resignation and disputes over pay as the town prepares to disclose legal costs.<\/p>\n\n\n\n

Many of the Londonderry Town Council\u2019s reasons for firing former Town Manager Shaun Mulholland go back to the merger of the town and police IT departments and the resignation of one employee<\/a>, according to an investigation of his conduct.<\/p>\n\n\n\n

Mulholland became Londonderry town manager in June 2025. He started making some changes, and indicated he intended to restructure the town\u2019s IT services later that year, attorney Chris Vrountas said in a report to the Town Council.<\/p>\n\n\n\n

Mulholland said Friday he wanted to combine the town\u2019s two full-time IT contractors with the police\u2019s only IT employee into one department serving the entire town.<\/p>\n\n\n\n

Mulholland said the previous structure had been in place for 14 years and could no longer meet the town\u2019s needs.<\/p>\n\n\n\n

\u201cWe had three people; one was in the police department, and the other two had to cover the whole rest of the town,\u201d Mulholland said. \u201cWith this change, the public safety IT coordinator would also cover the fire department and be backup for the rest of the town as needed.\u201d<\/p>\n\n\n\n

Police Chief Kim Bernard and then-police IT Coordinator Tom Roy \u201chad substantial concerns with this approach,\u201d Vrountas said.<\/p>\n\n\n\n

\u201cThey believed that merging police and town IT would cause confusion and that police IT would fall into the same inadequate level as town IT had practiced historically,\u201d Vrountas said.<\/p>\n\n\n\n

Anonymous complaints<\/strong><\/h3>\n\n\n\n

Mulholland, Town Councilor Dan Bouchard and other town employees began meetings to consolidate fire and police dispatch, including IT, in October 2025, according to town documents.<\/p>\n\n\n\n

An anonymous report submitted through the town\u2019s complaint system Jan. 6, 2026, alleges Bouchard was invited to \u201cintimidate\u201d and \u201csilence\u201d the employees. Bouchard said Friday he only attended these meetings to listen in, and other councilors attend similar meetings.<\/p>\n\n\n\n

The Town Council hired attorney Eric Maher to investigate the anonymous complaint independently later that month.<\/p>\n\n\n\n

Maher carried out his work with the knowledge and cooperation of Mulholland, and concluded the allegations against Mulholland and Bouchard were unsubstantiated.<\/p>\n\n\n\n

Another anonymous complaint against Mulholland was filed March 30, and the Town Council formally engaged Vrountas to investigate April 20.<\/p>\n\n\n\n

Vrountas took a broader approach in his investigation than Maher, according to a Wednesday news release from the town. He did not notify Mulholland that he was being investigated.<\/p>\n\n\n\n
