He also questions how the investigation was initiated and conducted, the Town’s handling of legal representation and the actions of individual councilors.

The dispute follows the Council’s 3-2 vote on Sept. 21 to terminate Mulholland’s employment. Councilors Ron Dunn, Shawn Faber and Ted Combes voted in favor, while Deb Paul and Dan Bouchard opposed the action.

Mulholland has since filed suit against the Town, alleging that the Council violated his employment contract, constitutional due-process protections and the Town Charter when it voted to remove him. He is seeking to have the vote declared invalid as well as damages.

The controversy is particularly interesting given that the Council selected Mulholland for the town manager position in March 2025, roughly 18 months before he was fired. In the months leading up to the vote, tensions had become increasingly public. In September, Dunn proposed changes to the Town Manager job description amid complaints and the on-going investigations.

The Town conducted two investigations into anonymous complaints involving Mulholland.

The first followed an anonymous complaint received Jan. 6 and was handled by attorney Eric Maher. According to the Town’s Oct. 28 announcement, Maher found the allegations were not substantiated.

A second anonymous complaint was received March 30, leading to the investigation conducted by Vrountas. The Town says the Council authorized that investigation. However, Mulholland questions the process, saying he was not formally notified and did not learn about it until May 13, when Deputy Town Manager Kellie Caron was contacted.

Mulholland also questions why the investigations overlapped and argues that he was not given a fair opportunity to respond to the second investigation’s allegations.

He criticizes the way employee interviews were handled, saying most were not recorded. His own interview, which lasted more than five hours, was recorded at his insistence but was interrupted on Sept. 21 and never completed, according to his response.

The Vrountas report reached conclusions that differed significantly from the earlier investigation. While finding no unlawful harassment based on protected characteristics, it cited evidence supporting allegations of retaliation, bullying and intimidation, unprofessional conduct, dishonesty and interference with investigations.

Mulholland disputes those conclusions, arguing that the report left out important context and supporting documentation.

Among the allegations Mulholland challenges are claims that he interfered with the investigation by approaching employees about their interviews.

He says employees Tanya Pinter, Tara Koza and Dave Wholley approached him voluntarily with concerns and that he did not solicit information about their interviews.

He also addresses an email he sent to department heads on May 13, in which he described the unexpected contact from Vrountas as appearing like a possible scam. Mulholland says he copied Council members on the message because he had not received formal notice of the investigation.

Other portions of the report concerned decisions involving Police Chief Kim Bernard and former employee Tom Roy.

Mulholland defends a merit increase given to Bernard, saying it was based on a positive performance review. He also disputes the suggestion that he tried to push Roy out of his position. According to Mulholland, Roy had resigned to take a banking job and later sought to return.

Mulholland says he explained that the Town was restructuring its information technology operations and that the position required on-site support rather than the remote arrangement Roy wanted.

Mulholland also challenges the Town’s handling of outside legal counsel.

He says Council Chairman Dunn and Faber engaged attorney Bill Christie of Shaheen & Gordon to advise on matters involving the Town Manager before the full Council approved the arrangement. Mulholland claims the engagement letter was later made retroactive to June 15.

He further questions why attorney Elizabeth Bailey of Sheehan & Phinney, who had been serving as general counsel and advising on municipal labor matters, was replaced without a full Council vote.

These issues are part of Mulholland’s broader argument that individual councilors took actions involving investigations and legal spending without proper authorization from the full Council.

In his letter Mulholland describes an offer he was made to resign before he was terminated.

One of the most serious claims in Mulholland’s response concerns events on the evening of Sept. 21, shortly before the Council meeting at which he was dismissed.

Mulholland stated Dunn brought him into a room with Faber and Christie, taking him from his interview with Vrountas. He alleges they offered him the remainder of his employment contract through 2028, roughly $300K, if he resigned.

Mulholland says he refused the offer and was told he needed to make an immediate decision because the Council would terminate him at its 7 p.m. meeting. He further alleges he was told the termination would be for cause, but that he would not be given the reasons or an opportunity for a public hearing.

He says he subsequently surrendered his keys and lost access to documents he intended to provide to the investigator.

The dispute will being moving to a courtroom to decide which side is correct.

The Town released both investigative reports on Oct. 28. The Vrountas report identified evidence supporting several allegations against Mulholland, while Mulholland’s response challenges the investigation’s methods, conclusions and the actions of Council leadership.

The Council’s decision to terminate him, the investigative findings and Mulholland’s allegations about the process are now central to the legal dispute between the former manager and the Town.

The lawsuit will provide an opportunity for the competing claims to be addressed through the court process. Neither the investigative report nor Mulholland’s response represents a judicial determination of the allegations.

Note: The full letter by Mulholland and the investigation reports and be found on the Londonderry Times Facebook page.

Related Information:
Town Manager Firing Information Page
Shaun Mulholland Response to the Attorney Vrountas report dated October 13, 2026

Chris PaulNovember 7, 2026Front Page, Londonderry, News Former Londonderry Town Manager Shaun Mulholland is challenging the findings of an investigative report that played a key role in his dismissal, arguing that the investigation was flawed, important information was omitted and members of the Town Council had already taken steps to…

"_jetpack_memberships_contains_paywalled_content":false
_jetpack_featured_image_duplicate_dismissed":0
_jetpack_memberships_contains_paid_content":false
[1

post-13495","post","type-post","status-publish","format-standard","hentry","category-uncategorized
["GET
