And it required leashing for Londonderry\u2019s Rail Trail, town common and town forest.<\/p>\n<p>The changes, written and presented mostly by Police Chief Bill Hart, appeared to be a consensus between dog owners who like letting their pets off leash and other residents who want more restrictions. An initial public hearing on the topic last month elicited strong emotions on both sides.<\/p>\n<p>The leash law, originally adopted in 1976, was most recently revised in 1998.
