Shortly after accepting the nomination of Town Council chairman, Chad Franz, proposed adopting council rules for 2024 based on the town Charter.
The Councilors so chosen shall meet in their capacity as the Council within ten (10) calendar days following their election for the purpose of taking their respective oaths of office, adopting rules and for the transaction of business required by law or ordinance to be transacted in such meeting

Council John Farrell objected to adopting the proposed rules stating that the Town Charter does not require the council to adopt rules.
Councilor Ron Dunn asked to add public comment at the beginning and end of the meetings referencing the recent election results. Councilors Farrell objected, stating a much greater discussion was required. Chairman Franz agreed.
Article 18 an amendment to the Town Charter to include public comment at the beginning and end of public meetings passed 3,085 for and 1,077 opposed. The article was advisory only and would require a change to the Town Charter.
A motion was made to adopt the original rules, the motion was challenged by councilor Farrell. The council consensus was to have the proposed rules reviewed by legal counsel.
