LONDONDERRY — The ex-town manager is suing the town over claims the Town Council violated both his contract and the town’s charter when he was terminated three weeks ago.
The civil complaint was filed in Rockingham Superior Court by former Town Manager Shaun Mulholland’s attorney Benjamin King, of Douglas, Leonard and Garvey on Oct. 14. The lawsuit follows the Town Council’s 3 to 2 vote for cause to remove him from office on Sept. 21.
The civil complaint seeks the court to find the Town Council’s purported removal of him was “invalid, void and unenforceable, due to its execution in violation of his contractual, constitutional and Town Charter rights.”
It also seeks remedies for breach of contract and the town’s violations of his due process rights where he wasn’t given any advanced notice of the council’s intent to fire him.
The council ousted him over what its Chair Ron Dunn categorized as various misconduct, with Mulholland defying its instructions and obstructing ongoing investigations into unknown allegations and complaints.
Details have remained sparse about the nature of investigations involving at least Mulholland and Councilor Dan Bouchard undertaken this year. The members of the Town Council and town manager had been at odds regarding the release of information pertaining to the investigation and legal bills.
Mulholland had served as town manager since June 2025.
