From the Union Leader:
$1.2 million proposed for Exit 4A impact study
By Hunter McGee 5/4/2016
DERRY — To keep plans for controversial Interstate 93 Exit 4A on track, councilors are considering a proposal to fund a $1.2 million environmental impact study of the project.
After some interruptions in work over the past several years, the plan calls for CLD Engineers Inc. to finish the environmental impact study of the project so the work can proceed, according to officials.
“The completion of the EIS is the most critical element of this project,” Public Works Director Michael Fowler said Tuesday night during the council’s regular meeting. “If for some reason the EIS can’t be achieved the project can go no further.”
During the meeting, Fowler gave a presentation on the environmental impact study plan, known as Amendment 7, and Exit 4A project.

The total cost of Amendment 7 is $2,333,197, with Derry and Londonderry each paying half of the cost. Derry’s share is $1,166,598, Fowler said
Councilors didn’t vote on the EIS proposal but agreed to set a public hearing on the plan for June 7.
