The ongoing closed-door investigation into Londonderry Town Manager Shaun Mulholland and Councilor Dan Bouchard has crossed a dangerous line. What began as a private inquiry has mutated into a runaway financial train, derailing the town’s legal budget and disrupting essential public services.
It’s time for the Town Council’s two-member legal subcommittee — Chair Ron Dunn and Vice Chair Shawn Faber — to halt this reckless spending, or at least account for it.
The ordeal has been dragging on for roughly six long months, polarizing local government since the beginning of the year. It started in January when Chairman Dunn claimed to have received a “tip” regarding unspecified allegations.
By late April, the council officially voted in a non-public session to hire outside counsel to spearhead the inquiry. Rather than resolving the issue swiftly, the probe has dragged on, triggering an internal civil war at Town Hall that shows no signs of slowing down.
In mid-May, Mulholland formally reported Councilor Ted Combes for an alleged charter violation, claiming Combes bypassed proper administrative channels and contacted a town employee directly, ordering the person to cooperate with the private investigators.
To date, this secretive probe has cost taxpayers hundreds of thousands of dollars, with projected legal expenses skyrocketing to an astronomical $451,000 by June 2027, according to Mulholland.
