Press Release
On January 6, 2026, the Town of Londonderry received an anonymous complaint concerning the conduct of then Town Manager Shaun Mulholland. The Town Council authorized an investigation. Attorney Eric Maher was retained to conduct the investigation which was provided to the Town Council in June 2026.
On March 30, 2026, the Town of Londonderry received a second anonymous complaint concerning the conduct of then Town Manager Shaun Mulholland. The Town Council authorized a second investigation. Attorney Christopher Vrountas was retained to conduct the investigation which was provided to the Town Council in October 2026.
The Town Council has voted to disclose the full contents of both the Maher report and the Vrountas report which are available londonderrynh.gov/investigation.
The Maher report determined that the evidence did not substantiate the allegations concerning Mr. Mulholland set forth in January 6, 2026, anonymous complaint. Attorney Maher generally construed the allegations in the January complaint narrowly, and confined his investigation to the questions of whether (1) Mr. Mulholland created a hostile work environment as that term is defined in federal discrimination law, i.e. whether Mr. Mulholland’s conduct rose to the level of illegal discrimination; (2) Mr. Mulholland violated the Town Charter by inviting Council Member Bouchard to attend certain meetings; (3) Mr. Mulholland used his association with Council Member Bouchard to intimidate Town employees; (4) Council Member Bouchard violated the Town Charter by improperly interfering in Town operations; (5) Mr. Mulholland inappropriately rewarded employees who agreed with him with raises, and/or “shun[ned] or talk[ed] behind the back of employees.”
The Vrountas report, like the Maher report, determined that allegations of harassment based on sex, race, color, national origin, religion, age, gender identity or any other protected characteristics were not sustained—i.e., Attorney Vrountas agreed with Attorney Maher that Mr. Mulholland had not engaged in illegal discrimination under federal law. However, Attorney Vrountas also took a broader view of the allegations against Mr. Mulholland, and considered whether Mr. Mulholland’s conduct violated other applicable standards, including the Town Code of Conduct’s provisions regarding (1) Bullying; (2) Professional Behavior; (3) Retaliation; (4) Workplace Incivility; and (5) Transparency, as well as Mr. Mulholland’s duty of candor to the Town Council, imposed by, among other things, the Town Charter and state law. The Vrountas report determined there was evidence to sustain the following allegations against Mr. Mulholland:
- Retaliation;
- Unprofessional and disrespectful conduct such as bullying and intimidation; and
- Dishonesty/lack of candor to the Town Council.
The investigation uncovered significant, credible evidence that Mr. Mulholland acted repeatedly in a way that failed to comply with Town policy, the Town Charter, and state law.
Attorney Vrountas also investigated allegations that Mr. Mulholland improperly interfered with and obstructed both the Maher investigation, Vrountas own investigation, and the Town’s response to a complaint before the state Public Employee Labor Relations Board in violation of numerous Town policies, the Town Charter, and state law. The Vrountas report determined that there was evidence to sustain allegations that Mr. Mulholland:
- Improperly interfered with and failed to recuse himself from both the Maher investigation and his own investigation;
- “[T]ook repeated steps to interfere with, obstruct, and undermine” his own investigation, including by sending an email to Town department heads describing the investigation as a “scam” and instructing the department heads not to comply, despite knowing that the Town Council had authorized the investigation; and
- Interfered with the Town’s response to the PELRB complaint, failing to recuse himself as required and instead putting his own interest in defending his personal conduct ahead of the Town’s interests in resolving the complaint.
During the course of both investigations, allegations were lodged against Town Councilors Dan Bouchard and Ted Combes. Both Councilor Bouchard and Councilor Combes were fully exonerated by the investigations and there is no evidence that they engaged in any wrongdoing.
All media inquiries should be directed to Londonderry Town Council Chair Ron Dunn at rdunn@londonderrynh.gov or 781-640-1006.
