Resident Deb Paul asked what process is to open the Town Charter to implement Articles 17 and 22.
Article 17, Yes 2686 / No 1430 – Planning Board as elected positions?
Article 22 Yes – 2427 / No 1621 – Remove the word “Advisory” from “Budget Committee”
The Town Manager stated that he can only direct which RSA would apply and not give legal advice. Councilor Farrell stated that Ms. Paul would need to seek legal advice on her own. The town attorneys would be unable to offer legal advice since they are the Town Council attorney, not residents.
Interestingly the Town Council has on multiple occasions stated that warrant articles can be submitted to the town before they are put on the ballot. The Town attorneys’ would then review the articles to make sure the article was legal.
