At the 6/1/2026 Town Council meeting I asked during public comment if the Londonderry Town Manager, Shaun Mulholland, is being investigated and if so by what organization. As is now the standard response the Town Council, they did not respond.
I had filed a 91A request prior to the 6/1 meeting the final response was “The Town estimates that 30 days will be reasonably necessary to determine whether the request will be granted or denied.”
At the 5/18/2026 Town Council meeting it became clear to me that the Town Manager is being investigated. The Town Manager read a statement detailing possible charter violations. See Video: Notice of Charter Violation: The Case Against Councilor Combes
Below is text from the statement:
According to [REDACTED] memorandum, Councilor Combes advised him that a communication previously issued by the Town
Manager was “false,” instructed him that he “should comply with the lawyer” if contacted, and further stated that the Town Manager “does not know what he is doing right now” and “had no right to send this email out or direct town staff in this manner.” Further, Councilor Combes stated that the Town Manager is violating HR laws.

Your Right-to-Know request is described immediately below:
Description of Request:
“I’m requesting all documents pertaining to any and all complaints against Town Manager Shaun Mulholland as well as documents concerning any past or active investigations of the TM.”
Response:
When responding to an RSA 91-A request, the Town complies with the definition of government records stated in RSA 91-A:1-a:
any information created, accepted, or obtained by, or on behalf of, any public body, or a quorum or majority thereof, or any public agency in furtherance of its official function. Without limiting the foregoing, the term ‘governmental records’ includes any written communication or other information, whether in paper, electronic, or other physical form, received by a quorum or majority of a public body in furtherance of its official function, whether at a meeting or outside a meeting of the body. The term ‘governmental records’ shall also include the term ‘public records.’
The Town also complies with the exemptions stated in RSA 91-A:5 and those created by case law.
The Town respectfully seeks clarification about the part of your request concerning “documents concerning any past or active investigations of the TM.” Specifically, it would be helpful if you could confirm if you mean Mr. Mulholland as the Town Manager, or Town Managers in general and if so during what time frame. In that manner, the Town can better estimate the time it will take to provide a substantive response to your May 20, 2026 Right-to-Know request.

The delay is due to the time needed to consult with legal counsel, review any responsive records for redactions and exemptions required by RSA 91-A:5, and search a number of locations for responsive documents.
In addition, I relay the following information:
Method of Fulfillment:
Any requestor who wishes to receive existing electronic governmental records in excess of 10 documents OR a total file size of 25 MB will be provided the documents on a Town-provided flash drive at cost. Currently, the cost is $8.99 per 32 GB drive. If after reviewing physical records, the requesting party would like copies or scans, they are available at that time. All costs must be paid in person in the Town Clerk’s office before the records are transferred to the media. Alternatively, requestors may inspect and photograph records on premises at Town Hall without purchasing a flash drive (any applicable electronic communication fees still apply).
