Decorum at the Library Trustees Meetings

Is this the decorum we expect at the Library Trustee Meetings? The last two meetings have had continuous interruptions, people approaching the podium and speaking without being recognized by the chair, and residents shouting out comments from the audience. While I disagree with the Chair holding only on public comment session at the end of the meeting. The atmosphere generated by some residents and board members is uncalled for.
