The Town Council discussed the position of the Town Manager with former Londonderry Police Chief William hart during a special Town Council Special Meeting, 12/27/2024 early Friday morning.
Minutes from Non-Public Session
December 27, 2024
At approximately 8:04 AM, a motion was made by Councilor Farrell to enter a non-public
session regarding open positions pursuant to RSA 91-A:3, II (b). It was seconded by Councilor
Combes and a roll call vote was taken, with each member of the Town Council present voting in
favor.
The Council members exited the Moose Hill Room and moved to the Town Manager’s
Conference room on the second floor of Town Hall at 8:05 AM. In addition to the Council
members, the following people were in attendance:
- Liz Bailey, Attorney, Sheehan Phinney
- William Hart, United States Marshal
- Tara Koza, Human Resources Director
The members met with Mr. Hart to discuss employment opportunities.
Hart shared information regarding his background during his employment with the Town of
Londonderry as well as his current position with the U.S. Marshals.
The Council discussed Hart’s qualifications.
Subject matter included:
- Hart’s understanding of the Town Manager role.
- How to best work with department heads.
- His previous time spent as the Acting Town Manager.
The Council gave Hart the opportunity to ask questions of them. Questions were posed on the
following subjects:
- What the Council sees as the biggest issues faced for the Town Council in terms of the
Town Manager role at this time. - The timing of the current Acting Town Manager’s term.
The Council discussed the importance of establishing the Town’s reputation within the state.
The Council also highlighted the issues of responsible growth and development, housing and
traffic management.
Bill Hart exited the meeting at 9:20 AM.
The residency requirement for the position of Town Manager was discussed. There is a
provision in the Town charter that addresses this.
The potential of needing to offer a relocation package was discussed.

The non-public session ended at approximately 9:37 AM. At approximately 9:39 AM in the
Moose Hill Council Chambers, a motion was made by Councilor Combes to come out of nonpublic session and return to the public meeting. It was seconded by Councilor Faber and a roll
call vote was taken, with each member of the Town Council present voting in favor.
