Londonderry resident Christine Perez, speaking to the town council, refers to a growth management subcommittee created by Windham’s planning board as a potential model for other municipalities. This initiative includes a temporary 12-month moratorium on new development, with specific exemptions for minor residential improvements and essential public facilities. Following this, Windham plans to implement a short-term growth management ordinance lasting 12 to 48 months, renewable annually, and ultimately, a permanent five-year plan for phased development rules and long-term zoning changes. Perez encourages the council to consider adopting a similar, already established framework to address local growth challenges efficiently.
