Chairman Farrell stated repeatedly the former Town Councilor filed a lawsuit seeking multiple documents. The filing clearly states there is only one document that the Town is refusing to supply.
“Under NH RSA 91-a, I hereby request a copy of a correspondence from
Councilor John Farrell to Councilor Deb Paul. This is the communication Ms.
Paul was provided access to on today’s date. As the document is readily
available, I would expect access to it within 5 days allowed under NH law.”

Chairman Farrell claims the documents were ‘confidential privileged’ ‘from the period of time she sat on the town council’. The document the Paul is seeking was from 3/13/2023 the day before Town Elections and Councilor Paul’s last day as a Town Councilor, since she was not running for reelection.
According to Chairman Farrell the town will be spending thousands of dollars in Superior Court. Why?
If the document was ‘correspondence from Councilor John Farrell to Councilor Deb Paul’ why is the Town refusing to turn it over? Was Councilor Paul an employee or an elected official? Even if this was a ’employee document’ shouldn’t the person refernced by it be allowed a copy of the document?
91-A:1 Preamble. – Openness in the conduct of public business is essential to a democratic society. The purpose of this chapter is to ensure both the greatest possible public access to the actions, discussions and records of all public bodies, and their accountability to the people.
