Revised Londonderry leash law extends dog ban

LONDONDERRY — The town council has banned dogs from cemeteries — with exceptions for service dogs and dogs confined in cars.
Monday night’s revision of leash laws also added language to the municipal code to make clear that in most public areas, owners must keep their dogs leashed or under direct control through their voice and presence. And it required leashing for Londonderry’s Rail Trail, town common and town forest.
The changes, written and presented mostly by Police Chief Bill Hart, appeared to be a consensus between dog owners who like letting their pets off leash and other residents who want more restrictions. An initial public hearing on the topic last month elicited strong emotions on both sides.
The leash law, originally adopted in 1976, was most recently revised in 1998. The council was compelled to take another look this spring by residents who said they were upset over seeing dogs use town cemeteries as bathrooms.
“We absolutely want responsible dog owners, and we’re not looking to take anything away from them,” council Chairman John Farrell said.
