Town Councilor Ted Combes has filed a 91A request with the Town requesting all Town Manager Shaun Mulholand’s emails for the last 6 months. The cost to the town could be between $20,000 and $30,000.

Regardless of the reason for filing the 91A request, this request could cost the town and Councilor Combes a substantial amount of money, In addition is could also strain town resources

outgoing and incoming emails going back to December 1st 2025.
I would like to have these sent over in 1-week batches. Or I would like to have an access key to be able
to review all of the emails from the network.

Town Manager Shaun Mulholland was asked about the 91A and the cost that could be incurred by the town
There are 15,470 emails that would be subject to the request. We do not know how long this will take to review all of these. Some will need to be reviewed by legal counsel. I suspect it will be at least 6 months. We will track the cost. It will be a very expensive request to respond to. My experience in the past for these types of RTK requests in other municipalities I have worked in generally cost between $20,000 and $30,000 to respond to at taxpayer expense. Between staff time and legal review this distracts from the primary duties of Kirsten which are grant writing for water projects, the special assessment district work and a myriad of other tasks that provide service to the Town.
On top of this are staff openings in the Planning Dept. where we have lost 50% of our staff. The plan was to shift some staff resources from the Town Manager’s Office to the Planning Office, however, that is now further constrained by this redirection of staff time.
It is what we have to do, the law requires it. We will comply as quickly as we can.
